Minor Alcohol Abuse Prevention Project
History
Officer Jarvis developed the Minor Alcohol Abuse
Prevention Project (MAAPP) to help protect our youth from
alcohol abuse. MAAPP was originally created as a partnership
between the Mesa Police Department and the Arizona Department of
Liquor Licenses and Control to work as a team to enforce
underage
liquor possession, furnishing, and consumption laws. This is
a city-wide program.
CUBs
MAAPP details can include the use of a CUB (Covert Underage
Buyer) attempting to purchase alcohol at bars, convenience
stores, or from people. CUBs are authorized by Arizona Revised
Statute
4-241L. The safety of a CUB acting as an agent of the
police department is always the most important aspect of this
program, regardless of whether or not the CUB had successfully
purchased alcohol from a licensee.
How do we decide where to send a CUB? The Mesa Police
Department and the
Arizona
Department of Liquor Licenses and Control receive
complaints from citizens about alcohol licensees who have been
selling alcohol to underage people. We use this list of
complaints to focus on which licensees to check with a CUB.
