City Attorney - Deborah Spinner
City Attorney Deborah Spinner is the chief legal advisor to the City
Council, the City Manager, all City departments and advisory boards and
committees. The City Attorney's Office represents the City in all legal
proceedings through its Civil Division, Civil Trial Unit and City
Prosecutor's Office. Attorneys represent the city in local, state and
federal courts.
Ms. Spinner was appointed City Attorney by the Mesa City Council in
2001. During her career, she was the Section Chief for the Liability
Management Section at the Arizona Attorney General's Office, served as
an attorney with Steven Wells & Associates, and was a Law Clerk for
Commissioner Michael Block, United State Sentencing Commission.
She has a Juris Doctor from Arizona State University College of Law
and a Bachelor of Science in Economics from ASU. Her professional
activities include serving as a Trial Advocacy Instructor with the
National Association of Attorneys General and an Instructor with State
Bar Course on Professionalism. Her Bar Admissions are with the Arizona
Superior Court in 1986, the Arizona District Court in 1987 and the Ninth
Circuit Court of Appeals. In 2001, Ms. Spinner was named Manager of the
Year for the Arizona Attorney General's Office.
