Vision Plans

New Vision Care Provider for 2010 - Vision Service Plan (VSP)

Effective 1/1/2010, vision services for benefit eligible City of Mesa employees, retirees and their families will be offered by Vision Service Plan (VSP).  The City has a long history of working with VSP prior to 2006, and we are very excited about working with them again next year and in the years to come.

More information about the coverage options will be available very soon in the 2010 Open Enrollment Workbooks for Active Employees and Retirees, however, we’d like to share some of the highlights of their plan with you at this time:

Coverage

The coverage available through VSP will be very similar to that offered under our current vision benefit plan.  Members enrolled in the Basic Plan will be covered for an exam once a year, lenses and frames (and contact lenses) once every two years; Vision Plus Plan members will receive all services once every year.

·         Covered members who choose a VSP member doctor will receive a comprehensive vision examination (including dilation) for a $10 copay.

·         Lenses and Frames may also be purchased at a $10 copay as well with a $130 frame allowance.  Any amounts over the $130 frame allowance will be at a 20% discount.  Single, Bifocal and Trifocal lenses are covered in full; Executive trifocals, Progressives and Oversized lenses are offered at a discounted rate.

·         A $200 Contact Lens Allowance will also be available in lieu of Lenses and Frames.

Additional information about these and other services offered by VSP will be included in the 2010 Open Enrollment Workbooks in the very near future.

Premiums

It is important to note that had the City remained with Spectera, premiums would have increased due to the expiration of our rate guarantee.  Below is a breakdown of the difference in cost (per month) between the 2010 Spectera Renewal Premium and the 2010 VSP Premium:

BASIC VISION PLAN PREMIUM CHANGES

Coverage Level:

Member Pays per Month:

   Single

$1.01 Less

   Family

$4.25 More

VISION PLUS PLAN PREMIUM CHANGES

Coverage Level:

Member Pays per Month:

   Single

$0.27 Less

   Family

$4.38 More

By moving to Vision Service Plan, the member cost will result in an increase of less than $5.00 per month for those who choose Family Coverage, and is actually LESS than it would have been under Spectera for those who choose Single Coverage.  The premiums for VSP for the 2010 plan year are as follows:
