David Packard joined the Economic Development team in 2016 as the Management Assistant II. In this role, Packard provides critical support to the Director, Assistant Director and staff in the department operations.
Prior to joining Mesa’s Office of Economic Development, Packard spent two years in Mesa’s Office of Management and Budget, where he assisted numerous City departments with budget administration and management projects. Packard also previously worked as a performance auditor for the Arizona Office of the Auditor General, and the Utah Department of Corrections.
Packard received a Bachelor of Arts in Public Relations from BYU-Idaho and a Master of Public Administration degree from BYU. Packard is a Certified Associate in Project Management (CAPM) through the Project Management Institute, and also possesses a Certification in Performance Excellence, offered through the City.
