Electronic Monitoring is performed through the use of a wearable miniature-tracking device worn on the ankle, which is an additional release condition option for some defendants who otherwise may be held on bond.  This device uses GPS satellites to track the location of the person wearing the device.

  • Tampering with the device or cutting the strap is prohibited.  The Court will be notified immediately of any tampering to the device or strap.   

  • The device is water resistant but not waterproof.  The device may be worn in the shower, but must not be submerged in any liquid, such as swimming or taking a bath.
     
  • The defendant is responsible for the care of the equipment issued.  They will be held financially responsible for any loss or malicious damage to the equipment and may be subject to criminal prosecution pursuant to Arizona Revised Statute 13-1602 (Criminal Damage) or 13-1802 (Theft).

 
Some defendants may have the option to post a bond in lieu of electronic monitoring.  If a bond is posted before their next court date, the device will be removed.  To have the device removed, the bond must be posted at the Mesa Municipal Court during the regular business hours of 7:00 AM to 6:00 PM, Monday through Thursday. 


The charger must accompany the device the day that it is removed.  Bring the charger to each court appearance.


POWER Light

The POWER Light is located on the left side. This light blinks Green when the device is activated and charged.  When the battery is low, the device will vibrate 3 times consecutively and the light will blink RED.  At this point, the device must be attached to the charger.  Once the device is placed on the charger, the light will be a steady RED, indicating that the device is charging.  Once fully charged, the light will be a steady GREEN and can be removed from the charger.  The device must be charged for a minimum of 2 hours for every 24-hour period.  It is highly recommended that the device be charged for 2 consecutive hours, therefore eliminating the need to charge the device throughout the day.


GPS Light

The GPS Light is located in the middle. This light indicates that the device has accumulated motion but there is no GPS signal.  The device may vibrate 3 times consecutively and the GPS light will blink RED. 


The GPS signal must be reacquired by removing any obstacles that may be blocking the signal from the satellite - for instance, going outside for a few minutes may reacquire the signal.  Once the signal has been reacquired, the device will vibrate once and the GPS light will blink in Green.  It is normal for this light to be off.


ZONE Light

The ZONE Light is located on the right side. This light indicates that the defendant has entered an area defined as off-limits according to their release conditions.  This is also known as an exclusion zone.  If the defendant enters an exclusion zone, the device will vibrate 3 times consecutively and once every 10 minutes while they are still in violation.  The ZONE light will blink RED.  Once the defendant has left the exclusion zone, the ZONE light will blink GREEN, indicating that the defendant is no longer in violation.  It is normal for this light to be off.


Failure to comply with Electronic Monitoring requirements could result in a warrant for arrest and revocation of release.  The defendant is subject to FELONY prosecution pursuant to ARS 13-3725 (Interference With Electronic Monitoring Devices) and ARS 13-1502 (Escape).
