Competitive Grants
The federal departments will also distribute ARRA funding
through their existing mechanisms known as "competitive grants".
Under this system, a request for proposals is advertised with
eligibility criteria and offerers compete for a set amount of
funding available.
While fast tracked as well, it will take longer for this
stimulus funding to reach the City than the formula grants
because of the competitive process.
