In March of 2017, the Mesa City Council gave staff direction to begin the process of implementing a credit card service fee.  This fee, which is 2.37% of the total amount being charged, will shift the cost of using credit cards and debit cards to those customers who choose to use this method of payment rather than impacting the City’s overall budget. The credit card processor will be collecting the service fee. The City will not receive any portion of the service fee. This is a practice used by many municipalities and businesses throughout the country.

As a utility customer who has a credit card or debit card number on file with us for recurring payments (SurePay), this email is to notify you of the upcoming change involving the credit card service fee as well as giving you the opportunity to change your recurring payment method if you don’t want to pay the credit card service fee. 

This credit card service fee will go into effect on March 12, 2018. 

Credit card and debit card customers who currently use Credit Card SurePay can switch to BankDraft SurePay FREE OF CHARGE at your earliest convenience. This involves setting up recurring payments using a checking or savings account to pay utility bills and other City charges. The change can easily be made online by logging into “My Utility Account,” or by online form and by phone through our contact center at 480-644-2221.

If you elect to continue paying your utility bill via recurring payments using a credit card or debit card and agree to the service fee, you will need to sign up again online beginning March 12th, or you may call our contact center and they will assist you.  You may not sign up prior to this date.  If your current bill amount is due, and you sign up again for recurring payments on or after March 12th, the payment will be automatically charged to your card.

One other change we will be implementing is we will no longer be accepting American Express as of March 12th.  We will still be accepting Visa, Mastercard and Discover Card.

If you do not complete the recurring credit card sign up process beginning March 12th, your current bill will need to be paid manually via another payment option, and you will be removed from the SurePay program.

Other payment options include checks, Electronic-checks (through your financial institution) or cash. Payments can be made online, through our Interactive Voice Response (IVR) system, with an agent over the phone, in person at one of our Business Office locations, or at one of our payment drop boxes at the main downtown office, the East Mesa office or the Dobson library location.
