What is the SEA Program?

  • SEA is a pilot program for City of Mesa (Mesa) residential electric customers that provides limited short-term assistance with electric bills during the summer months of July, August, and September.

  • SEA eliminates Mesa’s monthly service charge and usage charge for the first 80 kilowatt hours. SEA participants can expect to save up to $12.10 on their July bill and up to $13.60 on their August and September bills. Full participation could result in savings of nearly $40 total. Actual savings are dependent upon submittal and approval dates.

How do I qualify and apply?

  • You must live in the City of Mesa's Electric Service Area.
  • Your Mesa utility bill account must be in your name.
  • You must be a full-time permanent resident at the dwelling where service is supplied.
  • Your annual household income must not exceed $27,000 per year.
  • Applications are accepted on a first come, first served basis and will be accepted no later than August 15, 2017 for the current year’s program.
  • To receive the most possible benefits, applicants are encouraged to apply prior to June 1, 2017.
  • Complete and submit the SEA application form.
    • Include income verification by providing one of the following for all household members over the age of 18 (excluding students):
      • Paycheck stub(s) for one month's income,
      • Current bank statement demonstrating monthly income, or
      • Social Security Administration Statement of Income.
    • Completed form and supporting documentation can be emailed to, or mailed to SEA Program, Energy Resources Department MS 5030, PO Box 1466, Mesa, AZ 85211-1466.

How will I be notified regarding eligibility?
You will be notified by email or first-class letter if you are or are not eligible for the pilot program. The City’s determination of eligibility is final.

I did not provide all the information required in the application, will I still qualify?
No. Incomplete applications will not be considered until all supporting documentation has been received, and your income has been verified.

I turned in my application after the application deadline. Can I get a credit to my bill?
No. Retroactive assistance for late applicants is not available.

Will there be another Summer Electric Assistance program next summer?
There is no guarantee of continued eligibility or availability beyond the currently approved summer pilot. Participation in the SEA program is contingent upon Council approval of the utility rate structure beginning on July 1.

I participated in last year’s SEA program. Is there anything I need to do so I can participate again?
Yes. Please note your income will need to be re-verified on an annual basis and the program is first-come, first-serve to the first 200 customers. You will be contacted at the mailing address on file with further instructions regarding the re-verification process.

I am not a City of Mesa electric customer; Can I still qualify for the program?
No. Mesa’s SEA Program is limited to Mesa residential electric customers only. If you are an SRP electric customer, contact SRP at (602) 236–8888. Outside the Phoenix area, call (800) 258–4777 for information about their low-income rate.
