We appreciate our current landlords that are participating with our Section 8 Housing Choice Voucher program, which provides rental payment subsidies on behalf of eligible very low-income families and individuals. If you are a potential new landlord for our housing programs and need additional information, contact our office at (480) 644-3536.

The HCV program is a three-way partnership between City of Mesa Housing Authority (MHA), the landlord and the Section 8 family. While MHA enters into a Housing Assistance Payment (HAP) contract with the landlord to pay a rental subsidy on behalf of a family, the lease is between the landlord and tenant only, just as in any renter/owner relationship. MHA is not a party to the lease.

Before assistance can begin the unit must:

  • be approved affordable for the family according to their income,
  • be rent reasonable compared to similar units,
  • pass a Housing Quality Standards inspection,
  • have a signed and executed HAP contract between the MHA and landlord.

Housing assistance payments will be made directly to the landlord via direct deposit. The participant is responsible for paying their portion of rent directly to the landlord.

MHA is not responsible for damages caused by, or the behavior of Section 8 tenants.

IHOM - Increasing Housing Opportunities in Mesa

This program has grant funds that will provide homeless families and individuals with 1) application fees and 2) utility assistance. IHOM will also provide vacancy payments to current or new owners/landlords, that will lease their current unit to current housing participants.

Program regulations set basic Housing Quality Standards (HQS), which all units must meet before assistance can begin on behalf of a family and at least biennially after initial move-in. HQS establishes the minimum criteria necessary for the health and safety for participants in the HUD published “A Good Place to Live”.
