Public Participation

The Historic Preservation Board meetings operate on a hybrid system. Public participation is available using either blue comment cards found in the City Council chambers or by submitting an online comment card and participating through Zoom.

We believe that providing access for citizens to communicate with the board is vital for a strong representative local government.

Members of the public can address the Historic Preservation Board in the following ways:

  • Speak in person - Participants may complete a blue speaker comment card upon arrival at the meeting, or download a copy of comment card(PDF, 48KB) and provide to staff prior to the start of the meeting. Each speaker is limited to three minutes, unless otherwise determined by the Chair. If you are with a group, please designate a spokesperson.

    Please note, Board Members are not generally permitted to discuss or act on any matters raised by the public that are not specifically on the agenda. Citizens may speak on any item on the agenda. Comments should be relevant to the item being discussed.

  • Provide agenda related online comments - Persons who wish to provide an agenda related comment for the Historic Preservation Board to review are welcome to complete the online comment card no later than 2:00 pm on the day of the meeting.

    Online comments will be provided to the Historic Preservation Board prior to the meeting. Online comments will not be read aloud at the meeting.


Meeting Decorum

All persons attending the Historic Preservation Board meeting are asked to observe the rules of politeness, propriety, decorum, and good conduct. Anyone disrupting the meeting will be asked to leave or will be removed and may not be allowed to return.

Board Members

The Historic Preservation Board (HPB) is composed of seven members who volunteer their services. Members of the Board have expertise in areas of architecture, history, architectural history, planning, landscape architecture, archaeology, cultural geography or anthropology, or have demonstrated strong interest in past matters that involve historic preservation issues.  

The HPB is responsible for hearing citizen comments and making recommendations on historic preservation zoning overlays for Historic Districts and Historic Landmarks (including archeological sites), as well as requests for demolition, new development within established historic districts, hear and decide appeals regarding proposed development, renovation, alterations, or additions to buildings or structures designated as historic. The HPB establishes and maintains the Mesa Historic Property Register and conducts studies for assessing the potential of buildings, structures, or areas for designation as historic sites or districts. The HPB also makes recommendations to the City Council regarding public policy development for the preservation of historic resources through Mesa.
