Development Services

Mesa's Development Services Department guides the orderly development of an attractive, healthy, and livable city through land use planning, plan review, permitting, and building inspection services. The department is committed to developing and implementing effective land use planning and development strategies that result in sustainable and diverse development and contribute to protecting, inspecting, maintaining, and revitalizing Mesa's existing communities.

Water and Wastewater Capacity Fees were adopted and became effective January 1, 2026, under Mesa City Code Section 8-10-13, with a six-month phase in period on ¾-inch and 1-inch meters.

Effective July 1, 2026, the full Water and Wastewater Capacity Fees for ¾-inch and 1-inch meter services will be assessed. These Capacity Fees provide funding for capital infrastructure improvements necessary to support Mesa's growing water and wastewater systems.
