FAQ
What is changing?
Beginning October 1, 2026, customers who choose to receive a paper utility bill by mail will be charged a $1.50 monthly paper utility bill mailing fee.
Why is Mesa adding this fee?
The fee helps recover the costs of printing, paper, envelopes and postage associated with mailing paper utility bills. Currently, those costs are shared by all utility customers, including those who already receive their bills electronically.
The new fee ensures that the cost of providing paper bills is paid by the customers who choose that service, similar to how Mesa’s credit card convenience fee applies only to customers who choose to pay by credit card.
When does the fee take effect?
The $1.50 fee will begin with utility bills issued on or after October 1, 2026.
How can I avoid the fee?
You can avoid the $1.50 fee by enrolling in eBill, which allows you to receive your utility bill electronically instead of by mail.
How do I sign up for eBill?
Customers can enroll in eBill through their online utility account at utilities.mesaaz.gov or through the online eBill form. Once enrolled, future utility bills will be delivered electronically.
Why is Mesa encouraging electronic billing?
Electronic billing offers several benefits, including:
- No monthly paper bill mailing fee.
- Faster and more convenient access to your utility bill.
- Reduced paper use and waste.
- Lower greenhouse gas emissions associated with mail delivery.
- Lower administrative costs.
Will my payment options change?
No. The new fee only applies to customers who choose to receive a paper bill by mail. Customers may continue to pay their utility bill using the payment methods currently available.
Who should I contact if I have questions?
Customers with questions about the Paper Utility Bill Mailing Fee or enrolling in eBill should contact the Customer Service office at 480-644-2221 or email at ContactCenter@mesaaz.gov.
How are customers being notified of the change?
Mesa is notifying customers through multiple channels to ensure awareness before the change takes effect. Notifications include bill inserts, messages on utility bill envelopes, the utility account portal, the utility webpage, social media, e-newsletters, a mailed postcard and Mesa 11. Customers may also contact Customer Service with questions or for assistance enrolling in paperless billing.
