Housed within the City Manager’s Office, the Management Analyst Program is designed for early-career professionals interested in building a meaningful career in public service. The full-time, multi-year program provides hands-on experience in local government while developing strong analytical, financial, and project management skills.
Management Analysts begin their careers in the Office of Management and Budget (OMB), where they play an active role in developing and managing Mesa’s budget. From day one, Analysts gain early exposure to how major decisions are developed and implemented in a large municipal organization. In addition to budget work, Analysts may collaborate on cross-departmental initiatives, serve on core teams, or lead special projects that address real challenges facing the City of Mesa.
After one to two years in OMB, Analysts rotate through multiple City departments over the remainder of the program, gaining broad exposure to municipal operations while providing management and analytical support. These rotations allow Analysts to explore different functional areas, build a professional network across the City of Mesa, and identify long-term career interests.
Participation in the program prepares Management Analysts for other professional opportunities and roles within the City of Mesa, positioning them for continued growth and leadership in local government.
Salary and Benefits
- Salary: $63,000 + any citywide and individual performance-based raises each year, after one year of working for Mesa.
- 4x10 work schedule, 11 paid holidays, and paid vacation and sick time.
- Up to 160 hours of paid parental leave.

Recruitment Info
Recruitment for the Management Analyst Program typically begins in December, with interviews taking place in the spring. Candidates selected for the program generally begin in June.
To qualify for the Management Analyst I position, applicants must have completed, or be on track to complete prior to the start of employment, a master’s degree in Public Administration, Business Administration, Public Policy, or Public Affairs.
