Central Mesa Reuse Pipeline

Design of the 10.5-mile Central Mesa Reuse Pipeline (CMRP) to deliver reclaimed water treated at the Northwest Water Reclamation Plant (NWWRP) to the Gila River Indian Community in exchange for Colorado River water supplies as part of an existing exchange agreement. This project will add essential infrastructure to help maximize Mesa’s diverse water portfolio.

 

Construction continues for the Central Mesa Reuse Pipeline (CMRP). This 10.5-mile project will take place through Fall 2025 to build essential infrastructure which will maximize an existing water exchange agreement with the Gila River Indian Community to bolster Mesa's diverse water portfolio.

Provided below is current construction information for the project, beginning at the south end of the project:

Houston Avenue - Higley Road to Recker Road:

  • Work continues in Houston Avenue, with crews working to install pipeline in Houston Avenue, east of Higley Road working in an easterly direction toward Moccasin Trail.  To accommodate this work, Houston Avenue is restricted to eastbound travel only (no westbound travel permitted) in this area, and detour signage is in place to direct travelers around the closure area.

  • Expected to take place over a weekend in late August, Houston Avenue will be CLOSED in both directions just west of Moccasin Trail, where the pipeline alignment crosses from the north to the south side of Houston Avenue. Please watch for message boards for dates/times. Detour signage will be in place to direct travelers around the closure.

Houston Avenue - Higley Road to Claiborne Avenue:   

  • Crews are currently working on the south side of Houston Avenue at Banning Avenue to make connections in this area. To accommodate this work, Banning Avenue is CLOSED at Houston Avenue with no access to/from Banning Avenue at Houston Avenue. This work is expected to be complete and Banning Avenue access to Houston Avenue restored by Friday, August 1. Detour signage is in place to direct travelers around the closure.

  • Scheduled for August 4 - 19, Claiborne Avenue/Houston Avenue will be closed between Banning Avenue and Indigo Bay Drive for approximately 2-3 weeks to make connections in this area. Detour signage will be in place to direct travelers around the closure.

Claiborne Avenue, south of Baseline Road:

  • Claiborne Avenue has been reopened south of Baseline Road with small traffic control set ups in place as necessary to shift traffic around remaining work areas along the east side of Claiborne Avenue for approximately the next 2 – 3 weeks.  

Greenfield Road PAVING – Southern Avenue to Main Street:

  • Paving of the base course (bottom layer) of asphalt from Broadway Road to Main Street is expected to be completed by August 1.  Once complete, temporary striping will be applied so the majority of traffic control can be removed.

  • Paving operations will then move to Greenfield Road, between Main Street and Adobe.

  • Paving crews will need to return at a later date to pave the surface course (top layer) of asphalt from Southern Avenue to Main Street. More information will be provided as that work is scheduled.

Greenfield Road PAVING – Main Street to Adobe Street (excluding the University Drive intersection): 

  • Scheduled to begin the week of August 4, an asphalt mill (removal) and overlay of Greenfield Road, between Main Street and Adobe Street will take place, excluding the University Drive intersection. Crews will complete one-half the roadway at a time to maintain traffic on Greenfield Road, with lane and turn restrictions in place, as needed.

  • Initial work will take place on the east side of Greenfield Road with traffic shifted to the west side of the road, one lane in each direction, and left turn restrictions in place. Left turns will be maintained at the Main Street and Adobe Street intersections. Work on the east side is expected to be complete in early September and then move to the west side of Greenfield Road for similar work until early October.

  • This work will complete base course (bottom layer) asphalt paving, and crews will return at a later date for the surface course (top layer) application.

McLellan Road, between 40th Street & Val Vista Drive:

  • Crews are currently working to trench and install pipeline in McLellan Road, west of Maple Street toward Val Vista Drive. Access is being maintained with McLellan Road permitting westbound traffic only near the work zone. Pipeline installation is expected to reach Val Vista Drive on August 8, and will then need to connect to pipeline previously installed on the west side of Val Vista Drive. 

  • Scheduled to begin approximately mid-August, McLellan Road will be closed on the WEST side of Val Vista Drive, McLellan Road east of Val Vista Drive will permit westbound travel only for approximately 2-3 weeks to accommodate pipeline connections. During this time, there will be no access from/to McLellan Road on the west side of Val Vista Drive, and no access from Val Vista Drive onto east McLellan Road. Lane and left turn restrictions will also be in place on Val Vista Drive to shift traffic away from the work area. Please watch for message boards for closure dates/times. Detour signage will be in place to direct travelers around the closure.

Val Vista Drive, McKellips Road to Quenton Drive:

  • Crews are currently installing pipeline in Val Vista Drive on the north side of McKellips Road utilizing a slide rail shoring system to accommodate deep work in the east side of Val Vista Drive. Pipeline installation immediately north of McKellips Road is expected to be complete late next week with paving scheduled for the week of August 11. Once paving has been completed, traffic control will be removed in Val Vista Drive just north of McKellips Road, restoring left turn access for Val Vista Drive at McKellips Road.

  • Crews also continue work to install 36" water pipeline in Val Vista Drive approaching Leland Street ultimately working in a northerly direction toward McDowell Road. As the pipeline in Val Vista Drive crosses Leland Street, scheduled for late August or early September, Leland Street will be closed at Val Vista Drive. Residents may use 38th or 39th streets or Maple to access Hermosa Vista Drive or McKellips Road, respectively. Message boards will be placed in advance and detour signage will be in place to direct travelers around the closure.

  • Median islands have been removed (to be replaced following the project) between McKellips and McDowell roads.

Work is primarily taking place daytime hours, Monday through Saturday (excluding major holidays), with traffic control remaining in place 24/7 to protect the work zone. Thank you for your patience during this work.
