Design of the 10.5-mile Central Mesa Reuse Pipeline (CMRP) to deliver reclaimed water treated at the Northwest Water Reclamation Plant (NWWRP) to the Gila River Indian Community in exchange for Colorado River water supplies as part of an existing exchange agreement. This project will add essential infrastructure to help maximize Mesa’s diverse water portfolio.

 

Construction continues for the Central Mesa Reuse Pipeline (CMRP). This 10.5-mile project will take place through Fall 2025 to build essential infrastructure which will maximize an existing water exchange agreement with the Gila River Indian Community to bolster the City’s diverse water portfolio. Provided below is current construction information for the project, beginning at the south end of the project:

Houston Avenue - East of Higley Road to Recker Road

  • Work continues in Houston Avenue as crews install pipeline in Houston Avenue east of Sinova Avenue, with traffic reduced to one direction, eastbound only, from approximately Sinova Avenue to Moccasin Trail.
  • Work in Houston Avenue between Higley Road and Recker Road is expected to be complete by Sept. 25, with traffic control removed by Friday, Sept. 26.
  • Scheduled to begin Friday, Sept. 26, until approximately Oct. 13, crews will move to resume work at Recker Road with lane restrictions in Recker Road at Houston Avenue, and no access to Houston Avenue at Recker Road (eastbound only), as the work is on the north side of Houston Avenue.
  • Scheduled to take place Oct. 7 - 8, crews will conduct final pavement restoration of the work area along the north side of Houston Avenue, from Higley Road east to Recker Road. Traffic in Houston Avenue will be restricted to eastbound traffic only to accommodate the paving activity.
  • Scheduled to take place Oct. 9 - 10, crews will conduct final pavement restoration of the work areas along the south side of Houston Avenue, from Higley Road east to Martingale Road. Traffic in Houston Avenue, from Martingale Road to Higley Road will be restricted to westbound traffic only to accommodate the paving activity.
  • As the work crosses side streets or driveways, there will be brief periods where access will be restricted, and crews will make every effort to restore access as quickly as possible.

Houston Avenue - West of Higley Road; Claiborne Avenue North to Baseline Road

  • Scheduled to take place Oct. 7 - 8, crews will conduct final pavement restoration of the work area along the north side of Houston Avenue, from Higley Road west to Claiborne Avenue, and the east side of Claiborne Avenue north to Baseline Road. Traffic in Houston Avenue will be restricted to eastbound traffic only, and traffic in Claiborne Avenue restricted to southbound only to accommodate the paving activity.
  • Scheduled to take place Oct. 9 - 10, crews will conduct final pavement restoration of the work areas along the south side of Houston Avenue, from Higley Road west to Claiborne Avenue, and the west side of Claiborne Avenue north to Baseline Road. Traffic in Houston Avenue will be restricted to westbound traffic only, and traffic in Claiborne Avenue restricted to northbound only to accommodate the paving activity.
  • As the work crosses side streets or driveways, there will be brief periods where access will be restricted, and crews will make every effort to restore access as quickly as possible.

Pierpont Drive to Banner Gateway Drive & Banner Gateway Drive, from Pierpont to Greenfield

  • Scheduled to take place in mid-October, crews will conduct final pavement restoration of the work area along Pierpont Drive, from Baseline Road to Banner Gateway Drive, and in Banner Gateway Drive, from Pierpont to Greenfield Road. Traffic will be restricted to one direction only on Banner Gateway Drive and Pierpont Drive to accommodate the paving activity. As the work crosses side streets or driveways, there will be brief periods where access will be restricted, and crews will make every effort to restore access as quickly as possible.

Greenfield Road PAVING – Southern Avenue to Main Street

  • Paving crews will need to return at a later date to pave the surface course (top layer) of asphalt from Southern Avenue to Main Street, including the Broadway Road intersection. Surface course (top layer) of asphalt for this section is forecasted to occur in the coming months. More information will be provided once work is scheduled.

Greenfield Road PAVING – Main Street to Adobe Street

(excluding the University Drive intersection)

  • Crews are currently conducting an asphalt mill (removal) and overlay of Greenfield Road, between Main Street and Adobe Street, excluding the University Drive intersection. Crews are completing one-half the roadway at a time to maintain traffic on Greenfield Road, with lane and turn restrictions in place, as needed.
  • Work is currently taking place on the west side of Greenfield Road with traffic shifted to the east side of the road, one lane in each direction, and left turn restrictions in place. Left turns are being maintained at the Main Street and Adobe Street intersections. This traffic control will be in place until early October, with paving of the base course (bottom layer) of asphalt on the west side of Greenfield Road currently scheduled for Sept. 25.
  • This work will complete base course (bottom layer) asphalt paving, and crews will return at a later date for the surface course (top layer) application, which is forecasted to occur in the coming months. More information will be provided once work has been scheduled.

Greenfield Road PAVING – University Drive Intersection

  • Scheduled for night hours, Oct. 8 - 10, from 9 p.m. each night to 5 a.m. the next morning, paving crews will mill (remove) asphalt and pave the University Drive intersection. Work is expected to take place over three nights, permitting only thru-traffic through the intersection, and no left turns. Work will begin with the outside lanes and move to the inside lanes, with striping to follow. As work crosses driveways, there will be brief periods where access is restricted, and crews will make every effort to restore access as quickly as possible.
  • This work will complete base course (bottom layer) asphalt paving, and crews will return at a later date for the surface course (top layer) application.
  • Crews will return in late October to cut in loops at the intersection, which are part of the traffic signal system to detect vehicles approaching the intersection and trigger the traffic signal changes.

Greenfield Road PAVING – Main Street Intersection

  • Scheduled for night hours, Oct. 20 - 23, from 9 p.m. each night to 5 a.m. the next morning, paving crews will mill (remove) asphalt and pave the Main Street intersection. Work is expected to take place over three nights, permitting only thru-traffic through the intersection, and no left turns. Work will begin with the outside lanes and move to the inside lanes, with striping to follow. As work crosses driveways, there will be brief periods where access is restricted, and crews will make every effort to restore access as quickly as possible.
  • This work will complete base course (bottom layer) asphalt paving, and crews will return at a later date for the surface course (top layer) application.

McLellan Road at Val Vista Drive

  • Work continues in McLellan Road and access should be restored at McLellan Road to/from Val Vista Drive, on both sides of Val Vista Drive, by end of day Tuesday, Sept. 23.
  • It's expected that traffic control can be removed from Val Vista Drive, south of McKellips Road, other than possibly where traffic needs to transition to reduced lanes just north of McKellips Road.

Val Vista Drive, McKellips Road to Quenton Drive

  • Work has resumed to install pipeline in Val Vista Drive, just south of Leland Drive, working in a northerly direction.
  • Scheduled to take place Sept. 29 - Oct. 3, Leland Drive will be CLOSED on the east side of Val Vista Drive. Detour signage will be in place to direct travelers around the closure, which will remain in place 24/7 to protect the work zone.
  • Scheduled to take place Oct. 4 - 22, left turns will be restricted for north and southbound Val Vista Drive at Hermosa Vista Drive, for crews to install pipeline in the previously installed bore at that location.
  • Scheduled to begin Oct. 6, crews will work in the west side of Val Vista Drive at Quenton Drive to install pipeline in a southerly direction. This pipeline crosses Val Vista Drive just north of Pomegranate Street to continue the alignment south in the east side of Val Vista Drive. Traffic will be maintained in Val Vista Drive with lane and possible left turn restrictions in place during this work.
  • Median islands have been removed between McKellips and McDowell roads. These will be replaced and new landscaping installed at the end of the project.
