Consolidated Plan

Mesa’s Consolidated Plan outlines the priorities by which the Mesa's Community Development Block Grant (CDBG) Program, HOME Investment Partnership (HOME) Program, and Emergency Solutions Grant (ESG) Program funds will be invested over the next five years.

What is a Consolidated Plan?

A Consolidated Plan (Plan) is a planning document required by the U.S. Department of Housing and Urban Development (HUD) as a condition of receiving federal housing and community development funding. The Plan is developed every 5 years through research, data collection and community outreach.

The planning process serves as the framework for a community-wide dialogue to determine the top housing needs, community development priorities, homeless services, and gaps in supportive services for low- and moderate-income residents.

Over the next few months, Mesa residents, non-profit organizations, businesses, and other community stakeholders will be encouraged to share their insights and feedback through virtual and in-person community forums, and a community-wide survey.

How is Federal funding used?

Community Development: Investment in public facilities, critical infrastructure, and nonprofit facility improvements.

Public/Supportive Services: Investment in programs that support meal delivery, food banks, educational advocacy, health care services, senior services, homeless prevention, etc.

Housing: Investment in increasing and preserving affordable rental and homeowner housing for Mesa residents.

Homelessness: meeting the needs of persons experiencing homelessness or at-risk of becoming homeless through emergency, transitional, and permanent housing, healthcare, and support services.

Analysis of Impediments (AI)

The City of Mesa’s Analysis of Impediments to Fair Housing Choice reviews data from many sources to determine whether barriers may exist to fair housing choice in the community.

Annual Action Plans

The Annual Action Plan serves as Mesa’s annual application to HUD for funding and indicates which specific program activities are to be funded during a particular year.

Substantial Amendments

Occasionally, changes may be necessary to the Consolidated and/or Annual Action Plan. These changes must go through the Citizen Participation process. 

Consolidated Annual Performance and Evaluation Report (CAPER)

Mesa is required by HUD to provide the CAPER which assesses its progress in meeting the goals in the Annual Action Plan.

Monitoring Process

Importance: Monitoring is a critical component of effective grant administration. It promotes transparency and accountability, ensures timely project completion, and supports the City’s ability to be responsive to evolving community needs. Through consistent oversight, the City of Mesa helps maintain public trust and enhances the impact of federally funded programs.

Purpose: The U.S. Department of Housing and Urban Development (HUD) mandates the monitoring of federally assisted activities to ensure compliance with applicable federal statutes, program regulations, and grant agreement terms. Monitoring helps evaluate performance, identify areas for improvement, and ensure that grant resources are used efficiently, effectively, and for their intended purposes.

Local Oversight: The City of Mesa’s Housing and Community Development Division is responsible for overseeing compliance with HUD regulations and programmatic requirements. The Division works closely with subrecipients, contractors, and community partners to provide technical assistance, ensure documentation is accurate and complete, and confirm that activities align with HUD’s expectations and the City’s strategic goals.
