To schedule a utility construction inspection, a Utility (UTL) permit must be issued by the City of Mesa. Once a Utility (UTL) permit has been issued, preconstruction meetings, inspections, and final inspections can be scheduled. A permit is not considered complete or final until all required inspections have been conducted, construction and restoration have been accepted, and the permit has been closed by the City of Mesa inspector.
Utility Construction permits expire 120 days after issuance. Inspections must be requested at each stage of construction before any work is concealed or covered.
Reminder: A permit becomes void or is considered withdrawn if no work or inspections occur within 120 days. Fees will be charged to reissue permits.
