Mesa plans to reconstruct Val Vista Drive from the US 60 Freeway to Pueblo Avenue and the intersection of Val Vista Drive and Southern Avenue. These improvements will provide three through lanes on Val Vista Drive from US60 to Enid Avenue. Improvements include pavement reconstruction, raised center medians, bike lanes, adding drainage structures and facilities, landscaping, and traffic signal modifications. Other improvements include overhead to underground electric (complete), sewer facilities, gas facilities, replacement of curb, gutter, sidewalk, and ADA-compliant ramps and driveways in various locations.

Project Phasing & Upcoming Street Closures/Restrictions

Please follow signage or use alternate routes as there will be various lane restrictions and intermittent left turn restrictions throughout the project.

Phase 1 improvements: Val Vista Drive (westside) from the US60 freeway to Southern Avenue, and Southern Avenue to approximately 600 feet (+/-) west of Val Vista Drive - almost complete, crews will need to return at a later date to pave the surface course (top layer) of asphalt. More information will be provided as work is scheduled.

Phase 2 Improvements (February 2026 through May 2026): Val Vista Drive (east side) from US60 Freeway to Southern Avenue, and Southern Avenue east of Val Vista Drive:

• Roadway widening, Val Vista Drive (eastside), Hampton Avenue to Southern Avenue is on-going. 
• Sidewalk, curb, gutter, and driveway improvements in some locations are on-going. 
• Gas main improvements and electrical improvements for streetlights and traffic signals are on-going. 
• Sewer improvements (night work, 10PM-5AM), Val Vista Drive, Broadway Road to Baseline Road for repairing, cleaning and lining the existing sewer main and rehabilitating selected sewer manholes:
  • Sewer improvements are on-going in Val Vista Drive between Enid and the US60 Freeway.
  • 3/26/26, through early June, crews will begin sewer improvements south of the US60 to Baseline Rd. Part of construction is to have a temporary bypass system in place. This temporary bypass system is piping above ground 24/7 and allows for sewer flow to be diverted from one manhole to another so crews can get into sections of pipe for repairs, cleaning and lining.
• Asphalt removal, lime treatment, and asphalt replacement (base course/bottom layer).
  • 3/30/26, crews will begin milling operations (removal of existing asphalt) on Val Vista Drive, south of Hampton Avenue to US60 Freeway and north of Southern Avenue. This is to prepare the roadway for the upcoming lime treatment application and asphalt paving (bottom layer of asphalt).  

Future Side Street Closures:
Tentatively scheduled 4/15/26 to 4/29/26 - Enid Ave. (east side) at Val Vista Dr. to remove and replace corner ramps, valley gutter, and aprons. 
To be determined - Hampton Ave. (east side) at Val Vista Dr. to remove and replace corner ramps, valley gutter, and aprons. This closure will also include electrical and roadway improvements.
