FY 2026/2027 Annual Action Plan
Proposed Use of Funds for anticipated awards from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program (CDBG), Emergency Solutions Grant Program (ESG), HOME Investments Partnership Program (HOME).
In accordance with the federal regulations at 24 CFR, Part 91, the City of Mesa (City) is required to prepare and submit an Annual Action Plan for its federal Housing and Community Development Entitlement Programs funded by HUD. The Action Plan for Fiscal Year 2026/2027 outlines how the City intends to spend approximately $3,675,410 in FY 2026/2027 CDBG entitlement funds, $340,016 in FY 2026/2027 ESG entitlement funds, $1,293,065 in HOME entitlement funds and $5,325,339 in HOME reprogrammed funds. FY 2026/2027 funding allocations for CDBG, ESG, and HOME have not been released from HUD. The amounts above are estimates based upon FY 2025/2026 HUD allocations to the City of Mesa. The final amounts will be updated in the FY 2026/2027 Annual Action Plan after official notification from HUD. Funding awards for projects may be adjusted accordingly based on HUD’s final announcement of entitlement allocations.
The FY 2026/2027 Annual Action Plan proposes uses of CDBG, ESG, and HOME funds for activities that are consistent with the City’s 2025-2029 Five-Year Consolidated Plan. Notice of Public Comment Period
A public comment period regarding the FY 2026/2027 proposed activities in the Annual Action will begin on Monday, March 30, 2026, and end on Thursday, April 30, 2026.
