Water and Wastewater Capacity Fee
Water and Wastewater Capacity Fees were adopted and became effective January 1, 2026, under Mesa City Code Section 8-10-13, with a six-month phase-in period on ¾-inch and 1-inch meters.
Effective July 1, 2026, the total full Water and Wastewater Capacity Fees for ¾-inch and 1-inch meter services will be assessed. These Capacity Fees provide funding for capital infrastructure improvements necessary to support Mesa's growing water and wastewater systems.
Capacity fees are a one-time charge for a new or upsized connection to the Mesa water and/or wastewater system. The fee is designed to recover the growth-related portion of the cost of constructing additional water and wastewater system capacity. These fees are assessed to any new customers that require a service connection or existing customers that require a larger service connection.
When the water impact fee ended in 2024, Mesa engaged with Black & Veatch Corporation to explore options to fund future growth-related projects. Black & Veatch had recently completed the Water/Wastewater Integrated Master Plan in 2025, which laid out the funding needs for future water/wastewater capacity. Because the need was primarily for water/wastewater, it was decided to look at a different option, and based on the recommendation of the consultant, the decision was made to propose a capacity fee per A.R.S. §§ 9-511 and -511.01, which applies to water/wastewater services.
This proposal was presented to the City Council at the November 6, 2025, Council Meeting and adopted at the December 1, 2025, City Council Meeting.
