Limited-Bag Entry Policy for Public Meetings

To keep entry safe and efficient during meetings with City Council at City Hall, the City Manager has directed a limited-bag policy:

Allowed

• Clear plastic, vinyl, or PVC bags up to 12″ × 6″ × 12″
• Small bags/clutches approximately the size of a folded 8.5″×11″ sheet (max 8.5″ × 5.5″)

Not Allowed

• Backpacks, large purses/totes, laptop or camera bags, and other non-clear bags exceeding 8.5″ × 5.5″
• Individuals attending City Council meetings may not bring signs affixed to poles, sticks, PVC pipe, wooden dowels, metal rods, yard sign stakes, metal or plastic tubing, frames, or any other rigid materials into City Hall.Signs remain permitted; however, they must be handheld only and may not be attached to any supporting object.

Notes & Exceptions

• Mesa does not use X-ray machines; limiting bag size and allowing clear bags reduces manual searches and keeps lines moving.
• Medically necessary items, infant/diaper supplies, and assistive devices are permitted and may be visually inspected.
• No on-site bag storage. Please plan ahead.
• Policy applies to all meetings with the City Council at City Hall beginning Nov. 3, 2025; the City Manager may adjust scope based on attendance and safety needs.
• Standard meeting decorum rules remain in effect.
