Overview

Mesa adopted the 2018 International Code Council (ICC) “family” of codes and the 2017 National Electric Code produced by the National Fire Protection Association.

These Codes and their amendments went into effect on February 10, 2019. A copy of the adopted Codes can be found on the ICC website. Mesa adopted Codes are located below.

We are preparing to adopt the 2024 International Codes (I-Codes) in January 2026. Developed by the International Code Council (ICC), these nationally recognized building and fire safety standards are essential to ensuring safe, sustainable, and resilient development across our community.

2024 I-Code Adoption Process

We are preparing to adopt the 2024 International Codes (I-Codes) in January 2026. Developed by the International Code Council (ICC), these nationally recognized building and fire safety standards are essential to ensuring safe, sustainable, and resilient development across our community.

The I-Codes serve as the foundation for all new construction and renovation projects, addressing critical areas such as structural integrity, fire protection, electrical systems, energy efficiency, and more. By adopting the 2024 editions, Mesa will stay aligned with national best practices while continuing to meet the evolving needs of our residents, builders, and businesses.

Departments including Community Development, Mesa Fire and Medical, Planning, and Engineering have worked collaboratively to review and revise the current codes. This joint effort has resulted in streamlined local amendments that better reflect regional best practices, regulatory standards, and community feedback.

Public Meeting and Comments

The public comment period is open now through November 6, 2025.

Residents, contractors, developers, and other stakeholders are encouraged to participate in the public review process for the adoption of the 2024 International Codes. Your feedback is vital to ensure updated codes reflect the needs and priorities of our community.

We invite you to review the draft local amendments and the proposed implementation process, and to share any comments, questions, or concerns.

All input received will be reviewed and considered as we prepare the final package for City Council adoption later this year.

Additional Key Information

Effective Date
If adopted, the new codes will likely take effect in January2026 and apply to permit applications submitted on or after that date. Projects already submitted, under review, or under construction will NOT be affected.

Early Use of 2024 Codes
Builders may choose to design projects using the 2024 codes before formal adoption. These early submissions will be processed via the code modification process with no associated fee, consistent with past transitions.

Single-Family Standard Plans
Existing 2018 code approved standard plans may be updated to the 2024 code by submitting an addendum cover sheet for each plan. This must include references to the 2024 code, an index, notes, and modification details. Full plan sets are not required, as changes between the 2018 and 2024 codes are minor.

Commercial Projects in Design
Projects designed under the 2018 codes but not submitted before the 2024 code takes effect may be submitted via fee-waived code modification for up to 90 days after the effective date. After that, compliance with the 2024 code is required.

Custom Homes
Plans submitted on or after the 2024 code effective date must comply with the 2024 code. The differences from the 2018 code are minimal and should not cause significant delays.

Subdivision Projects (Standard Plans)
Each lot in subdivisions will be reviewed individually. As a result, some homes in a subdivision may be permitted under the 2018 code while others fall under the 2024 code. Standard plans approved under the 2018 IRC will be valid for 6 months after the adoption of the 2024 IRC. Only sheets requiring changes to comply with the 2024 IRC will need to be submitted to update the standard plans. A full plan sets will not be required.
