Authorized under Section 3205 of the American Rescue Plan Act (ARP) and implemented through HUD Regulation 24 CFR Part 92 and HOME-ARP Notice CPD-21-10, the City of Mesa is making an amendment to the City of Mesa’s 2021/2022 HOME-American Rescue Plan (HOME-ARP) Allocation Plan available to the public through this notice.
Notice of Fifteen-Day Public Comment Period
April 20, 2026 – May 4, 2026
This Substantial Amendment is available for a fifteen-day public review and comment period from April 20, 2026, to May 4, 2026. Citizens wishing to submit written comments during the public review and comment period may mail them, postmarked no later than May 4, 2026 to:

The amendment to the City of Mesa’s 2021/2022 HOME-ARP Allocation Plan enables the City of Mesa to provide and use HOME-ARP funds for the following eligible activities:
- Supportive Services - $4,764,840
- Administration and Planning - $840,854
