The City of Mesa’s Management Analyst Team is designed for promising professionals that are interested in a career in public service. This is a permanent position that provides career development in local government while allowing individuals to develop and strengthen professional skills. This multi-year program is an opportunity to gain valuable experience in local government management and finance.
Management Analysts start in the Office of Management and Budget (OMB) helping to develop and manage the components of the City’s budget. After one to two years in OMB, Management Analysts spend the next two years rotating through various City departments and providing management assistance. Successful completion of the program may result in placement of the Management Analyst into another position within the City.
Meet the Current Management Analysts
Spencer was born and raised in Sun Prairie, Wisconsin. He received his Bachelors of Science in Public Administration and Political Science from the University of Wisconsin-Stevens Point, and his Masters in Public Administration from Missouri State University. Before coming to the City of Mesa he interned for the City of Waupaca(WI), Town of Rib Mountain (WI), and the City of Republic (MO). Since coming to the City of Mesa, Spencer has completed a rotation in the Operations area and is now assigned to the Project Budget team and serves as the Budget Analyst for Development Services and City Clerk departments. He has also worked on several projects including a Staffing Analysis for Development Services, improving both the Planning Process for Development Services, and the vendor payment process for the Transportation department.
Rachel grew up in Joliet, Illinois. She received a Bachelor of Arts in Sustainability from Arizona State University. Rachel continued her education by earning a Master of Public Administration degree and becoming a Marvin Andrews Fellow at ASU. While in school Rachel had the pleasure of serving the City of Phoenix Housing Department where she created a project management tool to track a newly awarded HUD grant. She also worked as a Management Intern in the Scottsdale City Manager’s Office where she developed internal guidelines and managed a citizen survey. Since joining the City of Mesa, she has been assigned to work on the Capital Improvement Projects Team.
Haylie is an Arizona native and was raised in Prescott, Arizona. She attended Arizona State University, receiving her Bachelor’s of Science degree in Psychological Sciences, with a minor in Vocal Performance and her Master’s of Public Administration degree, with a concentration in Urban Management. At the University, she engaged with her community as a peer leader, research assistant, and outreach coordinator in the Body Project. Research Haylie conducted in this eating disorder prevention and body acceptance program is published in a psychological journal. She then took her passion for helping people to the public sector. Haylie interned with her hometown of Prescott in the areas of Fire, Economic Development, Communications, and Tourism. Haylie analyzed the compliance levels of paramedics, developed training sessions, and documented standard operating procedures. Additionally, Haylie researched and presented information to investors on Prescott’s Opportunity Zone and to the Prescott City Council on community visions for downtown revitalization. Since joining the City of Mesa, she has been assigned to work on the Operations Team, specifically with the Business Services and Municipal Court budgets.
