Comprehensive Safety Action Plan (CSAP)
What is it?
The Comprehensive Safety Action Plan (CSAP) is Mesa's plan for making our streets safer for everyone. Built with input from the community and guided by crash data, the plan helps us understand why serious crashes happen and what we can do to prevent them.
Whether you walk, bike, roll, ride a motorcycle, take transit, or drive, the CSAP is designed to make getting around Mesa safer. It also recognizes that creating safer streets isn't something the City can do alone, it takes all of us working together.

How the Plan Works
The CSAP helps Mesa:
- Look at safety for everyone who uses our streets
- Use data to identify where improvements are needed most
- Listen to community members and include their feedback
- Develop solutions that are equitable and effective
- Invest in projects that improve safety
- Educate and engage the community
- Build a stronger culture of safety across Mesa

What's Next?
In May 2025, the Mesa City Council officially adopted the Comprehensive Safety Action Plan and committed to reducing fatal and serious injury crashes by 30% by 2030.
In 2026, Mesa's Bicycle and Pedestrian Program grew into MesaMoves, expanding its focus to support all vulnerable road users, including people walking, biking, rolling, and riding motorcycles. Today, MesaMoves helps bring the plan to life through education, outreach, and community programs that make safety part of everyday travel.
