Shoplifting Enforcement Program

The Shoplifting Prosecution Agreement Program is designed to remove the uncertainty of whether businesses will assist in prosecution for shoplifting crimes for responding officers, allowing officers and businesses to work together to provide a safe and secure shopping experience for the citizens of Mesa.

Business owners or legal representatives may sign the Shoplifting Prosecution Agreement which provides consent for prosecution for any crime in ARS 13-1805 (Shoplifting) and supersedes verbal denial of prosecution from employees onsite. This allows ownership and/or management to remove the uncertainty on their desires for their employees and the Mesa Police Department.

The agreement can cover multiple locations owned or managed by the same person; when filling out the agreement just list each location in a separate box.

The agreement is valid for one year from the date received by the MPD. Revocation of the agreement prior to expiration must be made in writing and emailed to SER@mesaaz.gov. Within the month of expiration, legal decision makers will receive an e-mail reminder to renew their agreement.

The agreement also provides the Mesa Police Department with updated contact information for the legal decision maker for the business in case it is needed during an investigation.

Please read the agreement fully prior to filling it out and signing it. Once it is completely filled out email it as one pdf document to SER@mesaaz.gov. Mailed copies or incomplete forms will not be accepted.
